Hemwati Nandan Bahuguna Garhwal University was established as a State University vide U.P. State Government notification no. (10)/(865)/15/(75)(85)/64 dated 23 November 1973. It has a rare distinction of taking birth through a powerful popular movement during early seventies in last century. This movement symbolized the hopes and aspirations of the masses of the region of Garhwal for the development through the instrument of higher education. The people of this remote mountainous region agitated for opening a University at a small but historic semi rural town of Srinagar. It was an expression of the quest for empowering their future generations for overcoming endemic economic and social backwardness, geographic and environmental constrains, re-assertion of cultural identity and harnessing of the local natural and human resources for development.
The University has subsequently been upgraded to Central University by an Act of Parliament i.e. the Central Universities Act 2009. The University has thus been entrusted with new responsibilities to guide its students, faculty and all other stakeholders to achieve excellence in academics and strive for all round development of students. Since its inception, the University has shown commitment towards regional and community development which is inherent in its teaching courses, research agenda and other outreach and extension initiatives. The synergy derived from circumstances of its genesis still inspires and promotes its vision for future.
The University, nestled in the lap of Himalayan ranges in the Garhwal region of Uttarakhand, is a residential cum affiliating institution of higher learning. It has jurisdication over seven districts of Garhwal region of Uttarakhand.
The University has three Campuses distantly located from each other -
Birla Campus, Srinagar Garhwal with its extension at Chauras Campus,
B. Gopal Reddy (BGR) Campus, Pauri
Swami Ram Teerth (SRT) Campus, Badshahithaul, Tehri.
In all three campuses of the University the undergraduate, post-graduate and research programmes are being offered in different disciplines. Besides, conventional courses under different streams of studies the Univesity has introduced some regionally relevant courses that are of importance for the region inparticularandmountains in general.

The Central Library - Srinagar Campus
The library of this new campus was established on September 2003 for the students of Science faculty. Presently, the Chauras campus is running 16 Science and professional departments. In this campus, apart from the research scholars, about more than 2000 students are studying in different courses in various science, agriculture and professional department. The library is opened for all students, research scholars and teachers of the Chauras and Srinagar Campus. Professional departments have their own departmental library but generally most of the professional students and teachers avail the facilities of this library.
University Grants Commission has been providing financial assistance to Universities for setting up Computer Centre as a Central Facility for the growth and development of teaching research other related activities. During the VII five-year plan (1986-1987) Computer Centre as Central Facility was sanctioned to our University for the following purpose;
Research and training
Promoting use of computers in every field/subject
Supporting the development of MCA/M.Sc. (Computer Science) programmes and Computer Applications papers at Postgraduate level in certain disciplines.
University Sports Board
HNB Garhwal University was established in 1973 and the importance of sports and games was given on top priority to developed infrastructure of sports like stadium, indoor halls and play fields. Late Hon'ble Vice Chancellor Prof. S.P. Nautiyal took initiative towards developments of sports stadium at Chauras Campus. Chauras Stadium was built in 10 thousand square meters and facilities like Track & Field, Football, Hockey, Cricket, Volleyball, Handball etc. facilities were developed with the hard work of Shri R.P. Tamta, Secretary Sports & his staff Shri Digambar Singh Rawat, Shri K.K. Chandola and Shri Ramesh Rawat.
After becoming Central University a new post was sanctioned as Director, Physical Education and special grant was sanctioned for the development of sports facilities under 12th plan.
Dr. C.P. Singh was appointed as Director, Physical Education of the University and was given the responsibility to organised sports and games and for future development of sports and games like construction of Basketball, Tennis, Cricket, Kho-Kho, Kabaddi, Swimming Pool to construct under 12th plan.
In 2012-13 A new indoor Gymnasium was constructed and opened for university students & staff, and facilities like Table Tennis, Judo, Wrestling, Boxing, Sports Training Lab, Gymnasium and Rock Climbing facilities were provided.
University Sports Board is dedicated to make university as centre of excellence for sports.
Providing hostel facilities to students both boys and girls has been a priority of the University specially after being upgraded as a Central University. The University is making all efforts to construct new hostels to meet the growing demand of students from outside for the facility and thus a tremendous progress has been made in this direction. The status of the three Campuses of the University with respect to the hostel accommodation is shown in table below.
Detailed information regarding the type of accommodation of various hostels, procedure of allotment of hostel accommodation, rules governing residence in the hostels, fee, etc., is available in the Office of the Warden at Birla Campus at Srinagar.
The University is having its own dispensary situated in the Birla Campus, Srinagar Garhwal. The University started the dispensary in 1997, which was established permanently in 2004. The dispensary caters the need of all the students and staff, including regular check up and medicines for common ailments. Presently, dispensary is having one doctor and attendant. Dispensary prescribes all medicines available free of cost to students and staff. The University is planning to develop the dispensary further to provide more facilities in it. Besides, this University proposes to build a separate health centre in future in XII Five year plan.

H.N.B.Garhwal University, an institution of higher learning, academic excellence, established under the U.P. State Universities Act (1973) in December 1973 by the name of Garhwal Universitywas renamed Hemwati Nandan Bahuguna Garhwal University in the memory of Late Sri H.N. Bahuguna in 1989. As a mark of the appreciation of its importance and achievements it has been upgraded as a Central University under the Central Universities Act of 2009. Our University is among the ten largest Universities of the country with 3 campuses and about 176 affiliated colleges, providing higher education in 7 out of the 13 Districts of the State of Uttarakhand.
While the University has come a long way since its inception, it has to keep pace with the changing needs and expectations of the society. It has to successfully perform the multiple roles of creating new knowledge, acquiring new capabilities and producing an intelligent human resource pool for the promotion of economic growth, cultural development, social cohesion, equity and justice.
